The study guides will serve to provide users with an understanding of the basis of the different elements necessary to put together a competitive application. These will include general considerations, helpful tips and insights, applicable laws and regulations, as well as business and operational considerations.

There will be generally focused study guides for each of the following topics:

  • Understanding the Laws
  • What to Know About Cannabis Applications
  • Industry Overview
  • Considerations for Setting Up Your Business

There will be more specific study guides for each of the following application sections that are applicable to all license types. These will be for the following plans, and the necessary focuses required by NJ:

  • Summary of Applicant’s Business Experience
  • Description of the Proposed Site
  • Community Impact, Social Responsibility, and Research Statement
  • Workplace Development and Job Creation Plan
  • Business and Financial Plan
  • Environmental Impact Plan
  • Safety and Security Plan
  • Secure Storage Plan
  • Diversion Prevention Plan
  • Emergency Management Plan
  • Employee Criminal History Check Plan
  • Cybersecurity Plan
  • OSHA Compliance Plan with previous incidents
  • Sanitation Plan
  • Reporting Adverse Events Plan 
  • An attestation signed by bona fide labor organization that applicant has entered into LPA

There will also be additional plans specific to each license type. The license types include:

All study guides can be purchased individually, but are also bundled into the accelerator at a highly reduced cost.

What follows is a breakdown of the offerings for each specific license type.

Cultivation

Cultivation Specific guides for how to cover the applicant's "qualifications for, experience in, and knowledge of the following topics" in the business/operations plan in the application:

  • State-authorized cultivation of personal use cannabis
  • Relevant certifications, degrees, and proof of experience in traditional horticulture
  • Quality control and quality assurance
  • Recall plans
  • Packaging and labeling
  • Inventory management
  • Analytical chemistry and testing of usable cannabis
  • Water management
  • Odor mitigation
  • Recordkeeping
  • Strain variety and plant genetics
  • Pest control and disease management
  • Waste disposal 
  • Compliance with additional workplace, HR, safety, and drug regulations
Manufacturing

Manufacturing Specific guides for how to cover the applicant's "qualifications for, experience in, and knowledge of the following topics" in the business/operations plan in the application:

  • State-authorized manufacture and creation of cannabis products using appropriate extraction methods, including intended use and sourcing of extraction equipment and associated solvents or intended methods and equipment for non-solvent extraction
  • Quality control and quality assurance
  • Recall plans
  • Packaging and labeling
  • Inventory management
  • Analytical chemistry and testing of usable cannabis
  • Water management
  • Odor mitigation
  • Recordkeeping
  • List of product formulations with estimated cannabinoid profiles
  • Intended use and sourcing of all non-cannabis ingredients including procedures for allergens
  • Waste disposal 
  • Compliance with additional workplace, HR, safety, and drug regulations
Retail

Retail Specific guides for how to cover the applicant's "qualifications for, experience in, and knowledge of the following topics" in the business/operations plan in the application:

  • Sales of cannabis items to consumers
  • Personal use cannabis product evaluation procedures 
  • Quality control and quality assurance
  • Recall plans
  • Packaging and labeling
  • Inventory management and Seed-to-Sale tracking software
  • Routes of administration, strains, varieties, and cannabinoid profiles of cannabis items
  • Odor mitigation
  • Recordkeeping
  • Waste disposal
  • Cannabis Consumption Areas (optional for those that desire)
